Research programs manager at WorldFish

The research programs manager will support the Director of Aquaculture and Fisheries   Science in results-based management of the CGIAR Research Program on Fish Agrifood Systems (FISH) and the WorldFish research strategy.

S/he will assist the Director to facilitate an inclusive management process for aquaculture and small-scale fisheries research that builds a results-oriented culture of research from proposals through planning to delivery and reporting.

Key responsibilities

  • Annual research plans for CRP FISH and WorldFish prepared in an inclusive way and delivered to the Director for agreement and approval.
  • Research planning and reporting processes established and implemented in an inclusive, results-oriented way.
  •  Learning events convened to assess progress, capture learning and build inclusive ownership of the research agenda.
  • Skills and capacity needs assessed and aligned to priority research areas, and working closely with HR teams to ensure WorldFish research staff are deployed appropriately to achieve agreed research results.
  • CRP FISH Management Committee meetings, and relevant quarterly work planning and progress reporting meetings efficiently planned, implemented and reported.
  • Engagement with partners to ensure that all agreements with partners are prepared, negotiated and agreed upon and implemented according to agreements.
  • Responsibility for managing the project budget in accordance with WorldFish and CGIAR requirements, in close coordination with WorldFish finance and administrative units.
  • Supervision of research support staff and ensure coordination with research program leads and research staff.
  • Facilitation of documentation of research output and outcomes, preparation of program progress reports and the annual reporting for CRP FISH Management Committee and Independent Steering Committee meetings.
  • Contribution to fundraising by identifying and liaising with potential donors, supporting researchers in development of priority research proposals and fund raising initiatives.

Skills and qualifications

  • University degree (preferably post-graduate degree) with knowledge in environmental sciences, natural resource management, aquaculture/fisheries, business management, economic/social science or related fields.
  • Substantial experience in result-based project management, planning and implementation in private, international or public sector organizations.
  • Experience in building of inclusive, results oriented systems from proposals through to delivery and reporting.
  • Strong analytical and report writing skills, backed by good oral and written communication in English.
  • Proven experience of managing people or teams, deploying inclusive, results-based leadership style.
  • Experience in working in developing countries/international multicultural projects/environment.
  • Experience of working in/with the private sector, including social enterprises, financial analysis and business development.
  • Service and business oriented, with proven effective organizational skills.
  • Ability to work with all levels of staff across a multi-cultural, multi-layer, multi-discipline organization.
  • Ability to network and maintain close communication with peers and colleagues in similar or related types of jobs in other Centers, CRPs and related programs similar organizations.

Time frame and location

This position will be based at WorldFish’s HQ in Penang, Malaysia with significant travel to various countries in Africa, Asia and Pacific. Interviews are expected to be held in July 2017.
The successful candidate should be available to commence latest by August 2017 for an initial 3 years contract, with possibility of extension depending on performance of and the availability of funding.
