Coordinator of the Joint Programme of FAO, IFAD, UN Women and WFP: "Accelerating progress towards the economic empowerment of rural women"

The International Coordinator will provide support to the implementation of the Joint Programme of FAO, IFAD, UN Women and WFP on "Accelerating progress towards the economic empowerment of rural women" (JP). 

This five-year (2012-2017) JP aims to economically empower rural women in Ethiopia, Guatemala, Kyrgyzstan, Liberia, Nepal, Niger and Rwanda. The coalition of FAO, IFAD, UN Women and WFP is expected to generate synergies that capitalize on each agency’s mandate, comparative advantage and institutional strength to generate more lasting and wider-scale improvements in the living conditions and rights of rural women and girls in the context of sustainable rural development.

The JP focuses on four key outcomes for rural women: 1) improved food and nutrition security, 2) increased incomes to sustain livelihoods, 3) enhanced leadership and participation in rural institutions and in shaping laws, policies and programmes, and 4) more gender-responsive policy environment for the economic empowerment of rural women.

The implementation of the JP is managed through four international bodies (the International Steering Committee, the Technical Advisory Committee, the Multi-Partner Trust Fund Office, the JP Secretariat) and the National Steering Committees in the seven countries participating in the JP.

The Consultant will be part of the JP Secretariat and the overall purpose of her/his work will be to ensure maximum effectiveness of the JP as regards administrative, technical and financial matters.

Specifically, the Consultant will support the JP in the following ways:

Planning and coordination

-       Lead coordination mechanisms in full consultation with members of the International Steering Committee (ISC), with particular focus on providing technical support to the country teams to enable them to achieve results in line with the outputs and activities outlined in the JP document and in the annual work plans.

-       Organize and facilitate regular meetings of the Technical Advisory Committee and of the ISC itself as required, including logistics and substantive content.

-       Facilitate meetings of the Technical Advisory Committee and support the organization of other forums and/or consultative workshops, retreats or inter-agency meetings.

Implementation support

-       Closely follow country activities of the JP and provide support and guidance to the HQ and country teams as needed, through either direct assistance or technical/operational advice.

-       Continuously liaise with the National Steering Committees to ensure that implementation proceeds in accordance with the JP objectives, priorities, specific focus and within agreed funding allocations.

-       Ensure that all partners work together to effectively deliver the JP, in compliance with agreed work plans and rules/procedures of the participating agencies.

Communication and advocacy

-       Ensure smooth flow of information and communication among all parts of the JP (relevant country and HQ staff in the four UN agencies, the ISC, the National Steering Committees in the seven countries, participating government representatives, donors’ representatives and other relevant partners).

-       Support the preparation of advocacy materials about the JP and related documents and publications.

-       Produce updated information documentation on the JP progresses in the seven countries on a quarterly basis.

-       Serve as the overall JP focal point for partners (governments, donors, other UN agencies, etc.) either directly involved or interested in the JP.

Resource mobilization

-       Together with the Technical Advisory Committee and resource mobilisation staff from the four UN agencies, prepare proposals for mobilization of human, technical or financial resources from international development organizations, non-government organizations and the private sector.

-       Liaise on a regular basis with the Multi-Partner Trust Fund Office to be updated on allocations, reception of funding, transfers to country teams and related processes.

Monitoring, evaluation and reporting

-       In agreement with the country teams, develop a monitoring and evaluation plan for the JP, encompassing country-level activity plans developed by the various country teams. Provide follow-up to strengthen implementation of this monitoring and evaluation as necessary.

-       Lead the preparation of various JP reports, based on inputs received from the country teams, with special focus on activities, results, synergies, challenges, lessons learned and recommendations.

-       Coordinate with the country teams the production of annual narrative reports and with respective agency HQs of financial reports for each donor prior to 31 March of each year.

-       Maintain records on technical and financial aspects of the JP, including monitoring of activities and their outcomes; as well as minutes, decisions and recommendations of meetings and workshops.

Knowledge management

-       Support the Technical Advisory Committee in identifying good practices and lessons learned, and in documenting this knowledge for a potential wider replication and use.

-       Contribute to the production of knowledge products (reports and publications) and serve as peer reviewer.

Minimum requirements:

-       Master’s degree in rural development, development economics, agriculture and rural development, international relations, gender or related fields.

-       At least 5 years of relevant experience in managing joint programming or multi-country projects, preferably at field level and with focus on gender equality issues.

-       Solid understanding of gender equality and women’s empowerment issues and concepts in relation to rural development, poverty alleviation, and post-conflict rehabilitation.

-       Relevant experience in managing project budgets and quality control of implementation and financial reports.

-       Strong management skills, including ability to provide strategic guidance, technical oversight and support to team work.

-       Working knowledge of UN System-wide coherence and UN Reform as guided by UNDG guidelines for joint programming and the General Assembly Resolution 67/226 on the Quadrennial Comprehensive Policy Review, including management of join budgetary frameworks is a strong plus.

-       Excellent multi-cultural and inter-personal skills and experience in networking with various partners (UN agencies, governments, donors, private sector, NGOs and other development actors).

-       Proficiency in English (both oral and written) and working knowledge of another UN language (French, Spanish, or Russian)

-       Demonstrated excellent analytical and writing skills (sample publications to be submitted).

Proposed duration of assignment: eleven months, to start as soon as possible

Proposed grade: a mid-level consultant equivalent to P3
